Will not send or receive

I am having trouble sending and receiving email from my laptop at work. I am
using outlook 2007. I can send/receive at home using my secure wireless.
The wireless at work in unsecure so not sure if this is a problem. I am
running nortons 2008 In the program rules of nortons, outlook is set to
allow both incoming and outgoing, but even when I completely disable it
outlook does not send/receive. Any help would be greatly appreciated.

Do you receive any error(s) when trying to send/receive? Can you ping your
incoming (POP3) server from work?

I do not receive any errors. I usually have outlook minimized all day so it
is checking for mail. It just doesn't find it for some reason! I don't know
how to ping my incoming server but I tried to reset up my email account at
work and when outlook tested the account it could not send a test email.

In a Command Prompt window enter the following ending with an ENTER key:
PING <name of mail server here>
