Open any Office 2003 application and go to Help, About. You will find a
link to the EULA for the version of Office that you have purchased. The
EULA will have the answer to your question.

While Office 2003 Students and Teachers can be installed an multiple family
computers for non-commercial use, each installation needs to be activated.
The computer still need to meet the operating system requirements for Office
2003. Eligibility should be established at the point of sale. The
activation process does not require proof of eligibility.

On the computers with no internet, choose to activate the product. You will
be provided with a telephone number that you can use to activate.
