Win 2k Pro, Office 2k

System:
Windows 2000 Professional (SR4) operating system on a newish Athalon XP2500
Office 2000 Small Business; Standalone Access 2000; Standalone FrontPage
2000 installed from CDs

Problem:
This setup works fine as long as I use the Administrator profile. When I try
to use a User or PowerUser profile, I get Error 1706 message and a request
for the original installation disks. The system does not recognize the disks.

Software other than Office 2k runs normally under the User or Power User
profiles.

Oddly enough if it click OK or Cancel a few times, the Office program opens
and I am able to use it normally under the user Power User profile. However I
must go through this irritating process each time I try to use one of the
Office 2k applications. This occurred on my old computer back in 2001. I gave
up and just ran everything under the Administrator profile. I would like to
set up the new computer correctly. With the old computer still servicable, I
have the luxury of time to learn how to set this up correctly.

Unsuccessful efforts:
Searched the KB for similar Error 1706 papers. There are many. I tried two
that seemed most applicable - Changing the Win 2k settings and running the
Office 2k repairoption from the installation CDs under the Administrative
profile.

searched this discussion group for similar problems.

Questions:
Is this a Win 2k Pro setup problem or an Office 2k setup problem?
How do I solve this problem?

Thank you for the reply.

I installed and accepted the EULA from the Admin account.

After working with the Workaround in Article 258847 some more, I was able to
lose the Error 1706 message and get it to recognize the installation CDs
under the User Account. A very abbreviated installation process took place
while under the User profile and I was able to use the Office 2k applications
without any error messages under the User profile.

So, contrary to what I posted before, Workaround 258847 DOES solve the error
1706 problem.

Somewhere along the way, the Ownership and Permissions of numerous Office 2k
data files transferred from the old computer were altered. Now, I can run the
applications as User but cannot access the associated data files, even as
Administrator. I am not sure how this happened.

My plan now is to reinstall Windows 2k, follow the 258847 Workaround and see
if both applications and existing data will be available under the User
profile on the new computer. Fortunately, my old computer is still working
well and I can afford to take time to learn how to set up the new computer
correctly.

Any suggestions or advice?
