Just about everything keeps it's minimal size when I open it. However, only
on this machine, does Outlook not respond to resizing. It will resize
manually, but continues to open new messages to a full width on a wide-screen
monitor.

If you right click on your shorcut icon youi should see were it says "Run:"
with a drop down box. Yours probably says "Minimized". The other choices
are "Maximized" and "Normal Window". Just change your setting to what you
need and save. The next time you open OL with the icon it should max. Hope

When I look at the shortcut there is NO RUN. I looked at a shortcut on my
task bar and the one pinned to the start menu.

Something is strange here. I just tried opening replies and the windows was
minimal the way I want it. I wonder if it changes when I do a clean or when I
reboot.
