Window sizes

What determines the size and placing of the window when a form or report is
opened?

For example, how do I get a form to open in a window sufficiently big to
display everything without needing to use scroll bars, and placed in a
posiition where I want it to be?

I've tried resizing it and moving it to where I want it, and then saving and
closing down, but it doesn't remember it when I rerun.
