Windows 7 - Outlook Language Setting

Language setting is working perfectly with my Vista OS but not with my
Windows 7 OS, I've installed the language package in my new laptop and I
changed the default language setup to Spanish but it's not working,
automatically Outlook keeps going back to the default Eng language.
