windows 98, active x controls office update

I am running windows 98 and am trying to update office 97, I haven't usd this
computer in about 2 years and want to update it be used by an exchange
student? The active x drop down box doesn't show and I've done all the steps
in the help. Can anyone else help me?

Have you applied all service packs for Windows and Office before trying
this? Remember, both are out of mainstream support so you are on your own.

I believe I have I will double check, windows is updated I will check office,
