Windows 98 and Office XP, problem with desktop icons

I've installed Office XP in a computer lab with Windows98SE (all updates
currently installed) and I get an intermittent issue with the desktop icons
not being clickable.

The computer works fine otherwise, but I have to get to everything via the
start menu.

I've turned off the Indexing Service and uninstalled it, thinking that might
be the problem, but the problem is still there.
