windows firewall

i have nortons anti virus 2005 and windows xp SP 2 i cannot access java
runtime programs even though i have the latest update installed.java i think
this could be a windows firewall issue in security centre windows firewall is
turned on,shouldn't it be off with nortons enabled? how do i turn off windows
firewall? thank-you for your time
