Windows Installed Update Issue

I get the following error message when I try to install
Office XP Professional to my 1.1Ghz Athlon system running
Windows Me: "The MSIEXEC.EXE file is linked to missing
export MSI.DLL:222". Found proposed solution to this
exact error on microsoft.com search. Article says to
download WIndows Installer Update first. Next, it says to
use Me Startup diskette to restart with "Minimum Boot".
At this point it says: (1) change from a: propmt to c:
prompt (2) cd\windows\system (3) change names of msi/dll,
msihnd.dll and msiexec.exe to ".old" extensions. My
problem is that after step #2, I hit "ENTER", then get a
message telling me that the directory "windows\system" is
invalid. Furthermore, when I type "dir" followed
by "ENTER", it tells me I can't do this. I have no
problem restarting Windows Me. What is the problem when I
am trying to change directories on the C; drive while at
Minimum Boot?
