Windows Installer Box every time Word Opens Error 1706

I have a computer that I've loaded Office XP Pro on and with administrator
account everything works fine. However, if I log on as anyone else on to the
machine and try to open any Office Programs, I get the Windows Installer box,
then eventually the program. If I'm trying to open Word, I'll get the Error
1706 message. If I'm trying to open Excel, I get a "Excel can not load
language files" and asks me if I want to install them now.

I've tried a "Detect and Repair."

Any suggestions?
