The Windows Installer registry information for Office has become corrupted.
You should use the Windows Installer Cleanup Utility (available from the KB
article at http://support.microsoft.com/default.aspx?scid=kb;en-us;290301)
to remove the corrupted registry information. This does not uninstall any
products, but just removes the information in the registry. So it has an
uninstalled state. To replace this information, you should install Office
again.
