Windows Installer message pops up when opening Outlook

I installed Microsoft Office Professional Edition 2003 on my laptop running
Vista Home Premium. All programs run fine except Outlook. When I open Outlook
to check mail, a Windows Installer message box pops up wiht the following
message. "Please wait while Windows configures Microsoft Office Pro Edition
2003...Gathering required info" This message appears before every incoming
email is downloaded. It also appears when open an email and when exiting
Outlook. I can receive and send email but not without the Installer appearing
every single time.

Do you cancel this dialog each time or do you let it finish?
You should let it finish.
If it still doesn't work afterwards, do a repair on Office via the Help menu
in Outlook.

Yes, I did let it finish but like I said it goes through the "install and
configure" message for every incoming email. Ran "Detect and repair" as
suggested but no luck there.
I opened up the Applications Event Viewer to see if there were any flags but
didn't see any. Here is the log, amybe it makes sense to you.

This repeats for each incoming email, Thanks

Might try turning off UAC since the product could be trying to create
registry keys in protected areas. If the dialog stops after starting it one
time with UAC off, you can turn UAC back on.

Is it possible to uninstall just Outlook and not the entire Office suite and
reinstall Outlook? All other Office programs run fine.

Yes. Use the Add/Remove option in the Office setup, click Outlook and
change it from "Run from my computer" to "Not available" and it will
uninstall.

Turned UAC off, checked email and no dialog boxes;however, when I turned UAC
back on, they returned. Suggestions?

Well I'll be... try turning UAC off, do a detect and repair of Office (eg.
reinstall of itself), and then turn UAC back on.

Note: I'm assuming that all of this is being done under the Vista user
account that has problems and that said account has administrator rights.

Turned UAC off,ran a repair of Office and turned UAC back on as suggested.
Unfortunately, that didn't solve the issue. Suggestions?

Does the same thing happen under another userid on Vista? If not, the
problem could be specific to the user profile.

I am the only user but I will add another account for troubleshooting. Is it
possible to uninstall Outllook and reinstall just Outlook from a different
copy of Office. They are both legitimate suites of Office 2003 Professional
that I purchased.

Hey, after installing Windows XP SP3, I am now getting this error too. I have
tried everything that you have tried, also with no success. If you locate a
fix, would you mind posting it here? I will do the same.
