Windows Installer runs

We have 1 user who has a problem with Outlook 2000. Every time he tries
to start it, Windows Installer runs, hangs, and then complains that
there's no CD. Then it runs *again*, hangs, and complains about the CD
again. If you just hit Cancel enough times, Outlook does in fact open
and operate normally.

Only 1 user has this issue - on all PCs. Therefore, clearly this user's
settings are messed up somehow. Can somebody tell me the name of the
magic Registry key I need to edit please?
