Windows installer service cannot be accessed!!! help

I have Microsoft Office Professional Enterprise Edition
2003 (Volume License Product Key Required)
Once the CD begins running I receive the following error
message:
WINDOWS INSTALLER
The Windows Installer Service could not be accessed.
This could occur if you are running windows in safe mode
or if the windows installer is not correctly installed.
Contact your support personnell for assistance.

1.) My computer is NOT running in safe mode. I don't
know how to install or verify if windows installer is in
fact installed or installed correctly.

Question: How do I resolve this issue so that I can
complete the Office Pro installation.???? I have my
product key.

Please try the following and let me know the status:

At command prompt type the following commands:

Cd \winnt\system32 or \windows\system32
msiexec /unregister
msiexec /regserver

Then restart your computer and try for the installation of Office 2003
