windows installer service could not be accessed

hello,

I got the office xp disc for my pc last year. I installed
it then uninstalled it as I didnt need it anymore. Now I
do need it so I put in the disc and tried to install it
but a message came up saying: The windows installer
service could not be accessed. This can occur if you are
running windows in safe mode, or if the windows installer
is not correctly installed. Contact your support
personnel for assistance.

Please help, I need to get it installed. I put in my
works 2000 disc and the same message comes up but my
other discs work.
