Windows Installer Service error in O2K

Just did a clean W2K Pro installation with SP4 & all MS
updates as of 7-24-3...I then started the installation of
Office 2000 SR-1 from CD's & get the following message:

"The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe mode, or
if the Windows Installer is not correctly installed
Contact your support personnel for assistance."

I rebooted several times, checked the services; which
Windows Installer was running, but in Manual startup type.
It dependence is RPC service, does this service have to do
with this issue? Also have tried running Instmsiw.exe on
the O2K cd's from the MSI folder & it ran successfully.
Also read articles & ran what they said to do, 217521 &
224094, but still cannot run O2K.

I went & downloaded MDAC 2.7 sp1 & ran it...then rebooted,
still does not work...

Also tried this 229819 article:

Click Start, and click Run.
In the Open box, type the following command line:
c:\test\msiinst.exe /i instmsi.msi /qb+

Click OK to the message that states the Windows Installer
Setup completed successfully.
Run Office Setup again.

Never get completed successfully, get error message:

Wrong OS or OS version for application.

I went to this article next, 238413:
Ran the MSICUU.exe, but get same error from the beginning,

"The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe mode, or
if the Windows Installer is not correctly installed
Contact your support personnel for assistance."

I do not know why it is doing this, but it has never done
this before until today...I did download the newest
DirectX 9.0b, could that have had any impact on this at
all??? Please email me if you have any more
suggestions...I may just blow this installation away &
start over while I am awaiting an answer.

After I wiped it clean, it ended up loading...however, I
started loading another pc & it is doing the same
thing...What is going on here?? Does anyone at Microsoft
have any clue on why this is happening? I need a response
please!!!
