Windows installer starts up upon first use of Office apps

Does anyone know how to stop the Windows installer from
running whenever a user starts an Office application for
the first time.

What is it with that ?

Install it as an Administrator.

Already installed as Administrator.

For one reason or another the Windows installed MSI run
only once for each user that starts-up the apps for the
first time. After that it never shows up again.

The reason the Windows installer launches, is to do a number of things for
each "new" user. As an example specific registry keys are created; on
Windows 2000/XP document templates are copied into the user's default
templates directory and similar issues. Its basically setting the app up
for the user..... so let it go on with its business.
