Windows Installer Woes

We have about 2000 computers on our Windows Server 2003 AD domain. We have
several labs where people don't always sit at the same workstation. Every
time a user logs on to a different station and runs MS Office '03 (Word,
Excel... whichever), the Windows installer comes up to copy whatever it
copies to their profile and asks for their initials and such. Is there any
way to get around this, where they could open Word or whatever and it would
simply OPEN? Some people are getting frustrated and I have looked for
policies and registry fixes all to no avail. Can it just work on all of the
computers without it configuring itself for each user and wasting their time
each time they go to a different computer?

Is there a way do do this silently? I don't see any command line switches
for the utility where I could make it run through a batch file or anything.
So how would I do this via GPO - as a GPO would definitely be a handy way to
do it?
