When hitting the send and receive button the windows installer keep popping
up saying preparing to install. What it trying to install and what can I do
to stop it from popping up?

Hard to say without any details but most likely it is fixing some corrupt
installation. Don't click cancel and just let it finish. Does it come up
again then?

Yes it pops up every time I check the mail read the mail or just looking at
the mail. It pop up all the time. What details would you like to no about?

Peter's suggestion is plainly prohibited for Office 2007 by the information

Ok, found out how to eliminate the constant "preparing to install" message.
Diagnostics showed that while no action was taken there was an incompatible
version of Outlook on the computer, from here you Uninstall Office 2007 and
run something like "Max Registry Cleaner" then reboot. Next install Your
previous version of Outlook and reboot then uninstall and run the registry
cleaner (be sure not to clean the cookies - otherwise you'll loose your
memorized id and PW setting) reboot again. Now install from "Add/Remove
programs" Outlook Express, reboot and repeat the uninstal, cleaner, reboot
process. Finally reinstall Office 2007 and test, you should find that the
constant splashing of the "preparing to install" message no longer appears.
This worked for me with Windows XP and Office XP.
