Windows Live Mail

When I open Live Mail, the screen resolution changes to 640x480 with 8-bit
color. This is a recent event, beginning in the last week. I've had this
computer since January. When I exit Live Mail, the resolution reverts to my
settings, although the desktop icons positions are scrambled. This happens
ONLY with Live Mail.
I have 32-bit Vista Home Premium on an HP Slimline; I have some computer
skills and am in school to learn more.
Microsoft seems to think its own program doesn't exist, since I could not
find any link to Live Mail in the Help or Knowledge Base sites (or this site,
either, for that matter). The best I could find is
http://support.microsoft.com/kb/938275. But there is no Local Users and
Groups folder there on my machine.

Windows Live Mail is a very different program from Microsoft Office Outlook.
It has its own newsgroup here;

That said, check the compatibility settings on the shortcut that you are
using to launch Windows Live Mail. It might be set to run in some
compatibility mode which is not needed.
Right click the shortcut-> Properties-> tab Compatibility
