Windows Mobile Activesync and Cached Mode problem

I am encountering a problem with my remote users. We have an Exchange 2003
Server SP2 and clients are running Outlook 2003 SP2 with cached mode enabled.
This has been set up for about 6 months, and running fine. Recently, we've
been deploying the new Motorola Q running Windows Mobile 5.0 Smartphone, and
I've set up push email using ActiveSync.

Some of these users are now experiencing cached mode problems when
connecting via VPN. If I disabled cached mode, it works OK. The problem
only seems to affect remote users connecting over a slower connection --
users on the LAN run cached mode just fine.

Any ideas on this? Thank you.
