Windows NT and MS Project Add-in

I've a user that can't install my add-in on a windows NT Box (latest service
pack)

He first got three "1406" errors "Could not write key" followed by a
"1904" Module failed to register error

I searched around and found that he might have an older version of the
windows installer engine.
I sent him a link to get the latest installer engine (to Microsoft). When he
ran the new engine installer he was told "the service already exists"

I'm stumped, any ideas?

No he is definitely a user with admin rights.

Error 1406 can be caused if the user doesn't have enough permissions to
write to the registry.

An update:

The user tried the instal again, and each time he received the "can' write
key" message" he pressed "Ctl-A or O?- continue) - eventually, the code
installed and worked as planned... Strange.
