windows will not shut down

windows 98 being used on my Acer notebook.
When finished using my computer I try to shut down by going to: Start/Shut
Down/The radio button , Shut Down, is highlighted/OK. The next screen
dispalys, Windows 98, Windows is shuting down. This is far as it goes and
for however long the same screen is in view, and windows is not turned off.
The only way to close down the computer is to tun off the switch.

Help to resolve this problem would be appreciated.
