Windows XP and Office 2000 Multi User

I have set up two users for my computer. Both I gave
administrative power.

I cannot access Microsoft office (word, excel,etc.)

It asks me to install the program. When I use the disk to
install the program I get an error unable to apply
transforms.

How can I fix it so that both users can use Microsoft
Word Excel?

Any help would be greatly appreciated...
