I have 2 users setup under Windows XP Professional. One administrator and the
other a limited user. Both use Outlook 2003 to access email. The limited
account cannot send of receive emails. If the limited account user is changed
to an administrator everything works fine. I also use Norton Internet
security with parental control.

check the NIS settings - make sure outlook is enabled in it. Also, disable
email scanning in it or Anitvirus programs.
