winproj.exe Running In Background when closed.

Hi,

Almost every time I publish something using MS Project professional 2007,
then close the program, then try and open MS Project, it will not open
because the computer believes it is already running. In order for me to open
MS Project 2007 again either I have to either kill the process (winproj.exe)
or restart my laptop.
I am running Windows Vista Business and MS project server 2007. Any
suggestions?
