WinWord -Office 2000 toolbars problem

I have a user with Word 2000 on his workstation. All
toolbars have disappeared and cannot be turned back on.
The only thing on his app is the Title bar and then the
document. The Alt+V keys will not bring up the option.
I've tried all I can find to restore this users toolbars
but no luck.

Help, why can't I get this app to activate it's toolbars???

Please let me know if there's an answer.

We have already uninstalled and reinstalled the app
several times also...
