Wireless, outbound mail always ends in outbox,never sends

We use Cingular wireless while traveling. We are unable to send e-mail .in
Outlook, however we can receive e-mail. Our mail goes to "outbox", and that
is where it stays........never sends

Most smtp servers will only accept email from machines on the same network.
When you are travalling you are not on your normal network. Either cingular
might have an smtp server you can use or you might have an authenticated
smtp server somewhere you can use. Do a google for "roaming smtp"

what SMTP server do you use? are you authenticating with it? some isp's
don't allow you to use their SMTP unless you are directly connected to
them - others allow it if you authenticate.
