Wizards are not available, add-ins are disable

Dear Sir,

Sub. The wizards on Access program are not available -
Why?
I can't enable the Add-In's option on Access -
How to?

After formatting the hard disk and re-installing Windows
XP and Microsoft Office 2000 professional I found that
the wizards on Access are not available.
Please note that the components "Typical wizards"
and "Advance Wizards" are available, "Run from my
computer"

Could I have your support and step-by-step guides in the
above-mentioned subjects?
Please note that before the formatting I used them all.
