wont let me edit

I have a file that was copied to a disk and then i put it on my computer.
This file is not protected but i can not do things like conditional formating
or delete any of the sheets.

What is my problem and how can i fix it?

I have checked and double checked no it is not protected. No i am not
getting any error messages at all.
