Won't let me enter "Work" hours for task with leading zeros

Why is it that when I go into the Usage View screen and
enter hours in the "Work" cell for a task that has leading
zeros, sometimes (not all of the times) it automatically
enters the same number in the "Actual Work" cell as well.
I do not want this to happen, I want this to be planned
hours and will record actual work after the work has been
performed. This does not always happen, on other task in
the same scenario.

I've had this happen too. When I see it, it seems to be related to the
predecessors of the task. If the Start date for the task for which I
want to assign Work is later than the day on which I try to enter,
Project seems to assume that there was actual work performed because
I'm trying to tell it to start earlier than it's link says it should.
In your case, I would check the predecessors of the task to make sure
they're not telling it to start later than you want it to.
