Word 2000

I have a user that is running Word 2000 on a Win 98 O/S.
He lost his menu and tool bar in Word. I have looked at
several knowledge base articles on the Microsoft website
and none of them corrected the problem.
I have also uninstalled Word 2000 and reinstalled and the
menu bar and tool bar is still missing. I have checked
the fullscreen scenario also. I Any suggestions?
