Word 2002 creating new label

After selecting the correct menu and using the wizard
within Word 2002 (10.5522.4219)SP-2 for creating a new
label template I noticed the following:

Action taken:
Created new address label with the following
characteristics (text in dutch/dutch version used)

Bovenmarge: 12 mm Etikethoogte: 33.9 mm

Zijmarge: 3 mm Etiketbreedte: 66 mm

Verticaal: 33.9 mm Aantal horizontaal: 3

Horizontaal: 69 mm Aantal verticaal: 8

Paginaformaat: A4(210 x 297 mm)


Problem/error:
This new template with the above margins does not seem to
correspond with intended results (intended usage).
In the horizontal direction as well as in the vertical
direction the addresses seem to be to close together.
This despite the fact that the labels are really(!) 33.9
by 66.0 mm as defined (and described on the label sheet
itself, to confirm I also measured the size of one label).
The horizontal gap is 3 mm and the vertical gap is 0 mm
between the labels. The top margin is 12 mm and the (left)
side margin is 3 mm. There are 3 x 8 address labels per
page (totally 24 labels per page). The page size is A4
(which is just about the only page size used in Europe).

Question:
What is wrong, why do these settings not reflect the
address label sizes on the sheet?
