Word 2002 numbering and cross-referencing

Below is an example of procedure steps and the word numbering scheme
that is a company wide standard and cannot be changed, but poses a
problem with cross-referencing.

In the step 1.1.1.2 "IF above data is within tolerance, PROCEED to
Step 1.1.2.1." I would like the step to proceed to (1.1.2.1) to be a
cross-referenced bookmark so that the "proceed to" step number is
live. If the number of the step changes, I want this reference to
change with it.

My problem is our numbering system doesn't seem to want to allow me to
get the entire step number. If I insert the cross-reference as
(Bookmark, paragraph number full context) then I get 1.1.21. It drops
the period between the last two digits. If I do it with no context I
get just the 1.

Is there any way to get word to give me a cross-reference bookmark,
with full context so that it will display the entire proper step
number, and when the field is updated it keeps the full proper
context???? Please help!!!!

Example:
GOOD: PROCEED to Step 1.1.2.1
BAD: PROCEED to Step 1.1.21

1.1.1 Calibration / Functional Check
1. PERFORM a two point calibration check
2. IF above data is within tolerance, PROCEED to Step 1.1.2.1.
a. OPEN Equalizing Valve.

1. This is the step to jump to from above.

Instead of using "Bookmark," have you tried using "Numbered item"? (Or, if
you're using heading styles, "Paragraph number"?)

I just tried it with "Numbered item" and have the same results as
before. I don't have the option of "Paragraph number".. Thanks for
the attempt!!

The document that I am currently working on is not set up like your
link describes, however I have experimented with one that is, and
could not get it to work. It appears to me that the issue is that
when word sets up a full context paragraph number, it simply
concatenates the digits displayed at the front of the paragraph.
Therefore a needed "." is missing in the end result.

Example from above post:
What I want: PROCEED to Step 1.1.2.1
What I get: PROCEED to Step 1.1.21
