Word 2002 "Symbol insert" puzzle

wondering if anyone can solve this for me: when i select
the insert drop down menu and select the symbol function,
the symbol dialogue box doesn't appear. what happens,
however, is that i once i do this, am unable to customize
my tool bars until i restart word 2002. tried reparing and
reinstalling. nothing. any ideas?
