Word 2003 Add-ins in Word 2007

I have a Word 2003 add-ins with menu bar would like to migrate it to Word
2007. I can opened the original normal.dot by compability mode, however when
I try to open the Word 2003 file. It didn't show the add-ins tools bar in
2007. How can I make it available in 2007.

If you open the template in Word 2003 and configure the toolbar to be
floating and displayed before saving it. The toolbar commands should be on
the Add-ins Tab in 2007. Menu commands will not be present. - see
