Word 2003, add Ruler to the right click of toolbars to turnoff/on

You can right click to turn on/off toolbars quickly. Add the ruler to the
toolbars list to make it simpler for a user to turn the ruler off and on
rather than having to click View and click Ruler to turn on and off.

Suggestions for Word 2003 are somewhat pointless since Word 2007 is already
in Beta 2. I agree that an easier way to turn the ruler ON would be useful,
but I'd much prefer a patch to keep Word from turning it OFF against my
preference.

Add the View> Rulers command toggle to your formatting toolbar if you find
two clicks too time consuming :(
