Word 2003 and Persistent Toolbars

Does the new version of Word (i.e. Word 2003) continue to display toolbars
it thinks will be helpful, whether you wish it or not? For example, Word
2002 likes to display the Reviewing toolbar whenever I receive a document
via email.

The web toolbar also opens at odd times, but I believe that matter has been
previously addressed and can be found in earlier posts or on the web.
