Word 2003 autoshape and text box positioning problem

I use text boxes with locked anchors all the time to annotate my
documents. I've just made the leap from 2000 to Office 2003
Professional and am getting used to the new UI in Word. Looks as though
the Lock Anchor feature has been changed.

When I add a text box with a locked anchor and try to position it, it
does not stay where I place it. Using the down arrow (which used to
move the box downward about a line width) moves it up about an inch. A
rectangle has the same behavior.

Removing the lock allows granular movement. I really don't want to have
to unlock every time I need to shift position. Is there anyway around
this?

Word 2003 SP2 is installed.
I've turned off the automatic drawing grid.
