Word 2003 Menu bar/Standard tool bar problem

Hi,

I am having an interesting problem which only occures in Word. When I click
the 'Tools' menu item, I receive no menu options to choose from. If I click
or run the mouse over other menu bar options, everything is there to choose
from. I can also not add the 'Standard' menu bar but can add all the others.
Again, this only happens in Word and in the other Office apps., everything
works as it should.

Upgrading to SP2 did not resolve this issue.
