Word 2003 not saving language settings in normal.dot

I've installed the extra language (Welsh) to my PC and have tried to
set the normal.dot to recognise all documents as Welsh (select all,
change style). However, as soon as I type anything, the language is
defaulting to English. Does anybody know why? Thanks.
