Word 2003 on Win XP: Error message when clicking an internal hyper

Working in Word 2003 on Windows XP Pro, I have always been able to go to the
table of contents in a document and to use CTRL+click on a section title to
jump to that section.

Today, working in my home office (not connected to any network) using
CTRL+click in this way produces an error message I've not seen before: "This
operation has been cancelled due to restrictions in effect on this computer.
Please contact your system administrator."

I have searched on Google, and this error message is quite common across the
range of Office and other Microsoft applications. On some forums it has been
suggested that this error is due to a virus, but I am pretty sure my computer
is clean.

A more plausible suggested explanation is a missing or corrupted registry
setting. I have been trying to speed up my machine's boot-up time, and I have
been tweaking things with msconfig, so it's possible I have deleted something
I shouldn't have.

There's a knowledge base article that appears to be relevant
(http://support.microsoft.com/kb/307818/en-us), but the instructions there
have no effect.

Can anyone suggest how I can rectify this error?
