Word 2003 Picture Editor changes font size

Word 2003

I create an EMF (Enhanced Windows Meta File) file with an external
program. The emf file contains some text strings. I insert the emf
file into Word (Insert / Picture / From File). When I edit the
picture in Word, the picture editor changes all the text strings to a
smaller font ! (The text strings appear in text boxes.)

Does anyone have any idea why that happens, or how to prevent it from
happening?
