Word 2003 - Prevent TOC update

A new problem in several depts of our org that use Word 2003:

We include the full TOC in a partial copy of the document. When we try to
print the new, partial doc or convert it to PDF, page numbers in the TOC are
replaced with error codes. We have made sure that on Tools > Options > Print,
both Update Fields and Update Links are unchecked. We also have used CTRL +
SHIFT + F9 to change the field results to regular text. The error codes STILL
show up at print or conversion.

What are we not thinking of?

If you have explicitly unlinked the TOC field, it can't possibly update. A
less drastic solution is to lock the field (Ctrl+F11).
