Word 2003 should not default to Final Showing Markup - 99.9% of t.

There is no visible way to change this default. This has frustrated me every
time I open a document since upgrading from Office 2000 to Office 2003.

Have you cleared the check box for "Make hidden markup visible when opening
or saving" on the Security tab of Tools | Options? Though I don't recommend
it.
