Is it possible in Word 2003 to programmatically create a

new, customized task pane?

No, at least, not directly.

If you create a SmartDocument, then you can customize a
task pane with ActiveX controls that will be "context
sensitive" to XML tags in the document.

Another cool feature with 2003 is you can add custom Web
Services to the Research pane.
