Word 2003 - Trouble adding users to Exception list when protecting

If I try to add any users on my network to the Exceptions list (Editing restrictions) in the Protect Document task pane for Word 2003, I get the following message
"Some of the users you have entered could not be added to the list because their names could not be verified.
I'm using the correct syntax, and they are certainly users on my network, but only the name of the person who logged in to the system before opening Word 2003 can add themselves to this Exceptions list. What could be wrong
I'm using the XP operating system.

I'm using the XP operating system.
Using this specific feature (giving permissions to individual users) requires
you have access to an appropriate server. Your network apparently does not have
that server installed. You'll find more information in the Help topic, and you
should contact your IT-Administration about whether they plan to install and
provide this kind of server for your company.
