word 2003 won't remember changes I make to the toolbars

I make changes to the toolbars (add and/or remove buttons). Close Word. Open
Word. Toolbar buttons have not been changed.

I make a custom toolbar, name it, save it in normal.dot. Close Word. Open
Word. The named custom toolbar does not appear in the list of toolbars.

XP Pro. Office Pro Enterprise 2003. All updates.

Thanks. Just found it. I am 100% sure it will work.

btw This may also be the cause of serious failed update problems which me
and MS did not solve since I gave up [reinstalled XP and updated word
without adobe]. OK its a long shot.
