Word 2004 adds unwanted solid lines when creating a new page

I've encountered this problem with Word 98 and now with Word 2004: I've
used a line of equal signs followed by a carriage return to form a
divider to separate different documents within a Word file I'm creating.
(I use Normal View is it matters).

At times Word inserts an additional solid line at the same time it
indicates that it's creating a new page (indicated by a dotted line).
I can eliminate it by back-spacing, but can't select the solid line
to delete it. And when I continue to type (or even space) the solid line
reappears. How do I get rid of it and, better, avoid this problem in the
first place?
